Laura Pannella Winn
Deputy Director
Laura Pannella Winn, MA, is an applied social scientist interested in substance use prevention, early intervention, recovery, and service innovations that connect these continuums. She brings expertise in substance use disorder prevention and recovery services, product development and evaluation for healthcare and human service settings, and creating innovative service solutions.
She was Co-Principal Investigator for a Conrad N. Hilton Foundation study to design and implement Project Amp, a multi-site randomized controlled trial of a substance use prevention intervention for youth. She also served as Project Director for Youth Engagement Strategies and Support to explore youth engagement in health and substance use services.
Laura is a subject matter expert in recovery housing. She served as Co-Investigator for a qualitative research effort to evaluate recovery housing services and supports for the state of Ohio. She also responded to national technical assistance requests.
Prior to her work at C4 Innovations, she was research project manager at the Harvard School of Public Health on multiple National Institutes of Health R01 studies to evaluate healthcare quality and services in the U.S. She led survey design and implementation on a national study to assess health information technology use and a study evaluating the impact of Centers for Medicare and Medicaid re-admissions policies on minority-serving hospitals. Laura has a Master’s degree from the Division of Social Sciences at the University of Chicago. Her work is guided by a family history of substance use issues.
