MassHealth Technical Assistance Program
C4 Innovations is a Technical Assistance (TA) Vendor under the Massachusetts Executive Office of Health and Human Services Payment Reform Technical Assistance Program (MassHealth TA Program). We deliver technical assistance to Accountable Care Organizations and Community Partners that are contracted with the Massachusetts Executive Office of Health and Human Services to provide care and services for MassHealth members. We offer technical assistance under domains 2 and 3:
- Care coordination and integration
- Community-based care and social determinants of health

Our work helps providers, agencies, and systems recognize varied determinants that influence a person’s health, well-being, and access to care and design services and systems that are equipped to respond. C4 Innovations brings special expertise in designing and improving health and social services for people affected by substance use, mental illness, homelessness, and trauma. We can help you:
- Implement and strengthen evidence-based practices, recovery-oriented service systems, and recovery and peer support strategies in behavioral health and primary care.
- Develop recovery-oriented, person-centered, trauma-informed approaches within health services and behavioral health systems.
Our Technical Assistance and Training Approaches
We offer interactive, engaging, and practical online and on-site technical assistance and training that is skills-based, grounded in adult learning principles, and accessible to people with diverse skills, education, and life experience. We create flexible approaches, products, and materials that foster learning and build on rich, collective wisdom. We are adept at tailoring new technologies to extend the reach of information and relationships across social, cultural, economic, and geographic divides. Our Technical Assistance and Training Team
The C4 Innovations team includes experienced clinicians, trainers, researchers, educators, and people with lived experiences of recovery from mental illness, substance use, trauma, and homelessness. C4 Innovations staff bring clinical training and field experience in health care, mental health and addiction, social work, homelessness, and housing. More than 45% of our staff is in recovery from substance use and mental health disorders, homelessness, and trauma. Many more are family members and allies of people in recovery as well as clinicians, practitioners, and leaders with on-the-ground experience designing and delivering services.
