Laura Gillis
Senior Advisor
Laura Gillis, MS, Senior Advisor, has over twenty-five years of leadership and management experience in the homeless assistance network and community-based organizations. Laura is a strategic leader who has expertise in program development, planning, and evaluation. She provides consultation on creating strategic plans, setting organizational goals, and securing funding to sustain ongoing programs and expand services. She develops theory-based curricula using adult learning principles and is an effective trainer on trauma-informed care, building effective cross-functional teams, allocating staff resources, implementing strengths-based supervision and using data to tell your organization’s story.
Laura is a former Chief Program Officer at C4 Innovations where she provided oversight to divisions including Technical Assistance and Training Programs, Research and Evaluation, and Dissemination and Implementation. She oversaw technical assistance for HUD’s Division of Community Planning and Development. She also directed the technical assistance and training for SAMHSA’s Performance Accountability and Reporting System (SPARS), which provides technical assistance to SAMHSA project officers and grantees on collection, management, and utilization of data across the agency. Previously, Laura oversaw C4 Innovations’ work in SAMHSA’s Homelessness and Housing Resource Network (HHRN) that served grantees working with people experiencing homelessness.
Prior to joining C4 Innovations, she was President of Baltimore Homeless Services and Clinical Director at Health Care for the Homeless of Maryland in Baltimore. Laura received her Master of Science in Nursing from the University of Maryland.
