Melissa Witham, MPA, has more than 20 years of professional experience related to rehabilitation and recovery. For the last 10 years, Melissa has been part of the recovery, housing, and behavioral health teams at C4. She manages and delivers technical assistance and training through federal projects with the Substance Abuse and Mental Health Services Administration (SAMHSA) and Centers for Disease Control and Prevention (CDC) as well as local and state-level partnerships. Melissa directs C4’s internal expert team providing recovery-related TA as a partner on SAMHSA’s Opioid Response Network (ORN) and serves as one of several task managers for the SAMHSA Program to Advance Recovery Knowledge (SPARK). Melissa also supports SAMHSA PATH grantees with content training and using the PATH Data Exchange (PDX) and HMIS systems to manage data and measure outcomes.
Prior to joining C4, Melissa served as the director of rehabilitation services for Goodwill Industries of Greater NY and Northern NJ, NJ Division. In this role, Melissa managed delivery of supported employment services including vocational evaluation, work readiness, job placement, job coaching, and sheltered workshop options. Melissa also served as a staff supervisor for a large program in New York City aimed towards helping people receiving public assistance benefits to address unstable medical conditions and other challenges with a goal of returning to work or applying for long-term disability support. She also partnered with the Social Security Ticket to Work Program and counseled recipients of SSI and SSDI about the impact of earned and unearned income on benefits and helped bridge recipients to employment services.
Melissa’s direct service roles have included working with people exiting incarceration; re-entering communities from residential substance use programs; with sensory, mobility, and cognitive disabilities; in recovery from substance use and/or mental illness; and refugees and recently emigrated individuals seeking work. Melissa holds Bachelor’s and Master’s degrees from New York University.
Professionals initiative on topics including HIV/AIDS care integration, harm reduction, medication-assisted treatment, opioid overdose prevention, and Viral Hepatitis care integration. She has been a recovery coach academy trainer for bilingual cohorts. Daisy has a Master of Social Work from Westfield State University.
